I suspect they did this for the power reserve position on the dial which I think adds to the look of the watch..

I am not so well versed in Orient as you Tony, but I could only suspect and think that the 4 o'clock crown is somewhat influence by Seiko.
Since Orient Watch was a subsidary of Seiko in 2001 and wholly owned by Seiko in 2008/2009 (if i remember reading it somewhere correctly)

just a wild assumption..
