can probably get those swiss watches that have a strong presence in central europe- middle east, e.g. west end etc , or get some vintage watches with hebrew text , e.g. nacar moonphase

If she is staying within Tel Aviv, she can try Old Jaffar Port's flea mart for used stuff.
If she is just going for newer stuff, go Azrieli Centre, second floor has two watch shops, selling brands such as omega, rolex, longines etc. Ground floor has a watch shop that sells seiko's such as ananta and tunas.
For non-high street stuff, try Dizengoff Centre. There are at least three small watch shops there. Seiko, casio, all have.
If she's able/willing to travel out, best.

Your friend can also cab to Heh Biyar in Tel Aviv. There'll be chanel, LV, that sort of boutiques there. Also have at least one used luxury watch dealer.
